This is a 2 cell Lithium Sulfer Dioxide Utility Meter Battery specifically designed to work in GE brand TM-80 series utility time of use meters and electronic registers.
This battery comes fully assembled with gold plated stainless steel contacts, a UV resistant case, a magnetic stainless steel button, a safety fuse and a date code that is visible through the front of the meter glass.
